Five years after the draft plan was crafted by stakeholder, governments finally agreed to endorse the plan.
The PNCIMA Plan is based on a paradox: that multiple governments can do integrated management without changing how they manage.
All agree Governance is a key priority in the Plan going forward. Little progress has been made since 2011 when Canada unilatterally rescoped the PNCIMA Plan.
The Plan's most valuable feature: it defines Ecosystem Based Management for the region and provides a robust EBM framework.
